Hemp Plastic

As a University project we have been asked to create a business plan for a hypothetical company that produces dashboards for cars from alternative plastics.
The alternative that is greatly interesting us is hemp plastic, where the polymer used is the cellulose from the hemp and the fibres of the hemp are used to reinforce the plastic much like fibreglass.

I would really appreciate it if someone would be able to answer my questions;

1) What is the best way to extract the cellulose from the hemp in industry?
2) As the plastic is to be biodegradable what would be an appropriate plasticizer to use?
